Neither cpu nor gpu ever reaches 100% usage

Hi! I recently bought a new PC but I think I ran into an issue.
I'm on windows 10 64-bit and my pc components are..
* NVIDIA GeForce GTX 1060 (6GB)
* AMD Ryzen 5 1400
* ASRock A320M-DGS
* 1x 8GB RAM (DDR4)
* 1 TB Western Digital (SATA).
To my knowledge this PC has never gotten 100% usage on the cpu and the gpu both, which I think may be limiting performance quite a bit. The maximum usage I've seen from the CPU and GPU both is at about 70%. This would not be that much of an issue but games recommend me settings that I cannot play smoothly at. These parts should also not bottleneck eachother as I have looked into this and they should work perfectly well with eachother. Hopefully someone already knows the solution to this problem.
