Monitor turning on but no picture

My monitor has this problem where i am able to turn it on, but no picture shows up on screen. The weird thing is, after 3 days to about 2 weeks of not using it (the monitor), it suddenly works again, and then around 3 months later the problem appears again. I have tried using different power cables and different power outlets, but still no picture.

Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
