Can only mount one iso at a time without rebooting

If i mount an iso, and unmount it, it wont let me mount anything else until i reboot. unless i mount them all in a row.

I try to mount through explorer, not working. WinCDEmu, i hear the mount sound but nothing happens. I try Daemon Tools and it says "Reboot is required for changes to take affect." This time i didnt even install anything, so what changes?? This has been happening for 2 weeks.

I've done every scan under the sun, nothing works. Windows cannot detect any issues, so whats happening?!
