New Build, beeping sounds coming from CPU?

Windows 10

Computer Specs (PSU, GPU, CPU, RAM, Motherboard)

i9-7900x, Rampage VI Extreme, Kingston HyperX Fury Black 32GB (8x4GB) @2400mhz, EVGA 1080ti FTW3 GAMING, Corsair AX1200i, EK Watercooling (2x 4 fan radiators with noctua industrial pwm 3000rpm)

Description of problem

I've just finished this new build and can constantly hear a beeping noise, I'm sure it's not a mobo speaker type of beep as it appears to be more of coil whine with an added beeping sound right on the CPU.I'm loaded up and in windows and have tried several things but cannot for the life of me work out what it is.

The only other issue was the motherboard only detecting 24GB out of the 32GB RAM, fixed this by re seating 2 sticks not showing up in BIOS and hoped the sound would go away, however it still wants to annoy me.

It's constant, hasn't stopped.

What I've tried so far to resolve the issue

I've done some necessary steps, updating the bios and trying XMP although have not messed around with any voltage settings as of yet due to wanting to OC once the issue has stopped.
