1703 to 1709 legacy app tries to reinstall

Does anyone have an idea why a legacy app does reinstall or does a repair on itself after the upgrade to 1709? This is triggered when trying to open the app for the first time post 1709. This is a domain environment and the install is done via msi. Once again this is not a "modern" app.
