HELP! laptop wont reset

I am trying to reset my laptop but it gets to 37% and then a message appears saying "There was a problem resetting your PC". What do i do??? (Note: The laptop won't even pass the startup screen when I turn it on)

So yeah, the title says it all.. When i try to shut down or restart my PC, I get a screen saying a program is preventing shut down. But I don't know what to do to fix it.
