Whole PC stutters for half a second every 5 seconds when playing some videos
It's really annoying. The whole PC stops when I watch a video via Netflix or VLC. I also tried other players as PotPlayer and those still have the same issue. Happens in fullscreen and windowed mode. Other videos like Youtube or twitch don't have this issue.
So far i've tried:
Update all drivers (even updated my BIOS)
I put my CPU overclock back to default
Had a sweep with CCleaner
Tried netflix on Chrome, firefox, edge and the netflix W10 app. Issue happens in every single way, even when downloading the video on netflix app and playing offline.

16 gigs of DDR4 3000Mhz G.skill Ripjaws 5 RAM (currently running at 2133mhz, stock value for my bios i guess, but i tried enabling XMP and setting it to 3000mhz, it didn't fix the issue either)

120GB kingston SSD

1TB seagate HDD.
I play a lot of games and I don't have any stuttering issue at all. It's just with some high quality videos and it's driving me crazy because i can't find the solution.
