Steam Downloading problem

I have an ethernet cable and recently my download speed has gone from around 2mb - 3mb too 500Kb and I have no idea why. If i unplug my ethernet cable and plug it back in my download speed goes up to the usual 2mb - 3mb then goes back down. It also periodcally jumps back up then goes back down to 500Kb. Does anyone know what's wrong
