Explorer.exe keeps crashing

Been going on for a few days now, tried everything, please help! The taskbar isn't functional, I can't open the start menu and none of the buttons on the bottom right (date etc.) work. None of the pinned applications are visible. After a few minutes, explorer.exe stops working and this all disappears alongside the desktop. Alongside this, when I try to open images or videos I get an error message saying 'not implemented'. I also can't change the volume when explorer has crashed. I've been having to open programs through the task manager and rerunning explorer.exe to access the desktop. I've tried everything google has had to offer -

  • Anti-virus runs clear
  • Updated drivers using driver talent
  • Reinstalling windows gets about halfway before saying there was an error and no changes were made
  • sfc /scannow reaches 19% before saying it can't complete
  • Been through registry to find any errors
  • It persists in safe mode
  • Persists on a new user account
  • Tried system restores, still persists, ran out of possibilities
  • HitMan Pro runs clear

Help!
