PC stuck at Dell screen?

Recently bought a PC just for school work. Its a bit older and is running Windows 7 but it runs fairly smooth. However, this morning I went to turn it on only for it to get stuck at the dell loading screen. The screen looks a bit distorted and either loads halfway and stops or doesn't even have a load bar. If I restart the PC then sometimes it will boot to nothing but a blank screen with a blinking cursor in the top lefthand side. Any ideas?
