Best budget computer for streaming?

This might not be the right sub for this so apologies if not. I'm looking for an affordable computer that I can stream 24/7 from. All it needs to be able to do is run OBS and hold a few files. What requirements should I be looking for and do you have any reccomendations?

So yeah, the title says it all.. When i try to shut down or restart my PC, I get a screen saying a program is preventing shut down. But I don't know what to do to fix it. Where can i download the updated driver? Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
