how to create an install USB from Dell PC?

so, I tried to download a windows ISO from Microsoft's website, but it wouldn't let me since my product key is for Dell (OEM). I want to install a new SSD, so I want a thumb drive install disk. windows 7

Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
