LG 43UD79-B Monitor with horizontal glitching issue

Initially it developed a horizontal line and suddenly developed into this jumping/stuttering issue. I thought it was my browser or PC and thought nothing of it at first but it shows even with no inputs and the monitor's native menu as well which leads me to suspect that it might not be the panel itself. Its a 3 month old refurb unit and just outside of warranty so I might as well troubleshoot if possible.

Can anyone ID what would cause something like this to happen so I can troubleshoot?
