Clock multipliers

Right, I've i5 3470 and my multipliers are 16 and 36. The problem is that after the Spring Creator's Update, the CPU wants to linger for a moment in the 16x and that causes stutters within a game. It's very uncomfortable.

I know that raising the upper isn't advised(if possible!), but the lower one...could / should it be raised? And will it help with stutter? Or is it some SCU related crap? If so, I'll just downgrade. I don't even need like 90% of that crap.
