Windows 10 Microsoft account - changed username, now all files gone and can't login

My dad screwed his brothers Windows 10 PC. His brother was frustrated because Windows asked for password to login everytime. I have no idea why he went this route. I asked him what he did and he said:

I ran: run > netplwiz

The username was 'bros_name@outlook.com', he changed that to Microsoft

After restarting computer, the login screen now shows Microsoft, but the usual password doesn't work anymore and he can't login.

There is no option to Switch accounts.

So I started the computer in Safe Mode with Networking. It went through initial Windows setup screen for the Administrator account. I thought great, I have full access and can change/remove password.

However, I went to change it back, followed steps my dad did, and now it doesn't accept email type username. I also can't get Settings or control panel to open. I click the Start Menu icon, but it does not respond. It clicks but won't open the menu at all.

I thought screw this, I hope his files are still there, I look in C Drive > Users and I only see 3 accounts, (Administrator, Default, some other username), however all the folders are empty.

My main question: where could his files be? Would they have been deleted or are they stored in the "cloud"?

My dad is regretting ever doing this and is so worried he messed up and lost his brothers files. Any help is appreciated.
