Disabling Windows 10 invasive update

Sorry for posting this I'm not sure this is the right place but this is killing me.

I understand that it's best to have a completely up to date W10. There is no need to convince me that that's best, I get that part but I have some reasons that make me want to keep my current OS exactly as it is.

First off, my android devices do not connect properly with the next update of windows. I tried to use that updated version of windows and troubleshoot the problem for hours. Nothing worked out. So I rolled back to the current version of windows which I am using now and my android devices work properly. So I am keeping this version.

Also, when Windows updated, it completely re-arranged my start menu and default programs. This is incredibly irritating and I don't want to go through 20 different programs to set things up the way they were BEFORE windows updated itself. So I rolled back.

My issue? See the screenshot. This keeps popping up nefariously like a virus almost. I go uninstall this app to prevent it from updating my computer. I've had to roll back THREE TIMES because this thing keeps coming back when I least expect it and it drives me nuts, for the aforementioned reasons. I don't even leave my computer on anymore because this app will download itself and then start running.

My question is how to prevent it from doing so. Thank you.
