Any tips on increasing Upload speed?

A new job I’m interested in requires a minimum of 1.5 Upload and I am consistently reaching 0.95, be it wired or wireless. This is also with all other devices turned off. Is there anything on the market that would increase Upload? Would a new computer? Also note that I currently already have my ISP’s (ATT) highest plan available where I am, a new ISP is a last resort. Thanks in advance.

Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
