Windows 10 Graphics Glitch. Can anyone help?

My Windows 10 PC has started having a graphical glitch where lots of tiny dots (look like little = symbols) flicker over the screen when I move the mouse or play games. My graphics card drivers are all up to date. Can anyone help?
