CPU fan gets loud frequently for no reason

I just upgraded my desktop with a new CPU, motherboard, and RAM. While using it I noticed the sound of a fan getting pretty loud for a couple seconds ever few minutes. After some inspection I discovered it was the CPU fan which was the culprit. Checking my temps I'm idling around 35-40°C and the temperature doesn't go up when the fan whirs up. I made sure the everything was properly screwed in so the heatsync and fan weren't loosely connected. Anyone know why this is happening and a possible fix?
