Computer stutters on 50% of games and dont know what component to blame

I have a new computer and was stuttering on games like fortnite and pubg and some others and so i thought it was my ssd so i replaced it and that wasn't the problem so i have narrowed it down to my GPU or ram or maybe motherboard but i dont really know

Specs: -msi gtx 1070 -16gb 3000mhz ddr4 gskill ram -i7-7700k oc 4.6 -msiz270 gaming plus atx motherboard

AND ALL TEMPS ARE NORMAL FOR CPU AND GPU also gpu is up to date in drivers
