Fullscreen video green stretch weirdness that won't go away. Please help! I've had this problem for months, I don't know what to do!

I have had this problem ever since the Creators Update on Windows 10. Every time I full-screen a video online through chrome on my 4K TV this green screen stretch crap happens. Please Help, it is so annoying only being able to use a 4th of the screen to watch on your big TV! HELP!!! thank you ahead of time, I have half my hair left but you saved the other half.
