Can't Get A-10 7850K To Reach 3.7GHZ Or Anywhere Close

I have an AMD A-10 7850K I'm using as a processor with the APU function disabled in favor of an actual graphics card.

I've now noticed my CPU clock speeds won't go above 2.33 GHz despite the chip supposed to be defaulting at 3.70GHz. I've run stress tests and tried CPU cryptocurrency mining and neither will bring my clock speed up or Task Manager utilization to 100%.

I've included a screenshot while putting the CPU under load if anyone could please help me get the most out of this already underpowered chip that would be incredible.

Using the same methods I tested another computer and was able to get max clock speed and core utilization. Furthermore, when the A-10 goes under load it seems to go down in clock speed despite having thermal margins of around 7 degrees celsius.

Also worth noting is that Windows Task Manager utilization never goes past 50% even when core usage is supposedly at 100% according to Overdrive and CPU-Z

My multiplier is set to 37x according to Overdrive :(

I disabled my bios equivilant of Cool'n'Quiet and set Minimum Performance to 99% in windows and still haven't seen 3.0 GHZ.
