Monitor artifacting, is there a fix?

My monitor randomly displays this odd artifact. It occurs occasionally while I'm surfing the web, however it is more rapidly occurring when I watch a video and even more so when playing games, making some of them very unplayable.

What are some steps I can take to attempt to fix or minimize it? I have already tried swapping out the HDMI cable for another but its still happening.

EDIT: Internet is ultra slow let me know if the picture works
