Create a shortcut for a file, that if the file is opened via the shortcut, it is automatically opened read-only

Situation: We have about 10 users that constantly have to look at the "planning" digitally, but often they don't need to do changes, and someone else does. So they end up calling throughout the office "who has it open?" etc etc

Unfortunaly simply shift+right click and selecting "open file read only" when they know beforehand that they wont have to do changes is too difficult ..

So i'm thinking if its possible to create a shortcut to the file, that makes them open it in read-only, pic for context

Is this possible?

Adding /r in the properties of the shortcut doesn't work
