Computer won't start up, do I need a new graphics card?

Okay so my computer crashed during a game, the screen went all striped green and then I couldn't do anything so I had to turn it off by holding down the power button.

Then now when I turn it on, it goes to like the Windows loading screen, then afterwards it just goes black and I can't do anything, and I have to turn it off by holding down the power switch again.

When I boot into safe mode, there's a couple of green bar artifacts going down the screen. So I think my graphics card is broken.

It's about 5 years old now. Do I have to order a new graphics card or is there maybe another reason for this? Don't want to waste my money they're pretty expensive!

And if so what's the best value graphics card right now? My current one is a AMD Radeon HD7870.
