Help with old flip phone

I have a old flip phone that has deleted photos on it does anyone know if it’s possible to retrieve photos even if they are deleted?

So yeah, the title says it all.. When i try to shut down or restart my PC, I get a screen saying a program is preventing shut down. But I don't know what to do to fix it. Where can i download the updated driver? Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
