Smartphone volume plays at max volume?

Every time I play a video or a game on my android smartphone it will always be at max level for some reason. It really bugs me. How do I lower the volume and keep it at a normal setting?

So yeah, the title says it all.. When i try to shut down or restart my PC, I get a screen saying a program is preventing shut down. But I don't know what to do to fix it. Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
