I am completely locked of my computer as an administrator getting the same error message when I try to open anything in my C: drive for windows 10

While trying to change the permission I was a little confused so I change all 3 option to have full access since I'm the only one who uses this computer, so I didn't think it would matter. after trying to apply the setting I got this error after I gave everyone full access of my C drive. Now I am no longer allowed to change anything, and even task manager won't open getting this error http://ift.tt/2gt16Gk seems my c drive is now frozen, any app like discord won't open because it was set up in c drive. Even task manager won't open.

how am I being denied access as an admin on my computer when I am the only user and I am the admin trying to run cmd as an admin and I'm getting this Error code 0X800704b3
