Something is fucking with my chrome, and im not sure how to remove whatever is doing so

Description of problem

when i open chrome/open new tab in chrome it just shows me this http://ift.tt/2DCB1Ln page, when it should be showing me google search bar, my chrome theme and the google logo (iirc).

When this issue began

yesterday, it happened after i tried to install something

Cause/Steps to recreate the issue

open chrome or open new tab

What I've tried so far to resolve the issue

safe mode (it fixes the issue while in safe mode)

safe mode with internet prompt and the issue is there still

removed/disabled all chrome extentions

ran antiviruses in safe mode, it did not detects any threats but it did seem to fix some of the issues as it changed the search engine (which i couldn't change back through chrome) back to google from yahoo and removed yahoo theme from 'new tab' section

looked for any suspicious programs running in the background

looked for any suspicious programs installed through control panel

reinstalling chrome

reseting everything (cache, etc.) chrome

restored chrome to earlier point from last month, didn't work so its clearly something installed on my computer
