My CPU shoots up 50% when scrolling, is this normal? (Video inside with specs and temps)

This video shows it happening. It's just weird to me that something like this takes up 50% of my CPU. Is there something wrong with my CPU or what?

Edit: Also my GPU shoots up I didn't realize that until I re-watched the video. I have a 1080
