I can’t install any applications on windows 10

Hi, I factory reset my pc and used media creation to boot from a usb that all worked but every time I want to install a program I message comes up “your organisation used window defender application control to block this app”

I have turned off windows defender still nothing , also turned of secure boot.

Any help please
