BootLoop on Viking Pro

I have a tablet (10.1 in. Viking Pro) that will not go past the boot screen, I have tried factory resetting it but it still won't go past the boot screen. Is there a program to flash to obtain the original firmware.

So yeah, the title says it all.. When i try to shut down or restart my PC, I get a screen saying a program is preventing shut down. But I don't know what to do to fix it. Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
