PC Slow boot before Mobo splash screen

Recently my PC has began to start up very slowly, after powering it on it stays kind of quiet and dark for anything between 1-3 minutes before I even see the splash screen from the mobo / bios. This morning it was even slower than this, taking a good 4-5 minutes until I saw the splash screen.

However after I've reached that point everything boots into Windows perfectly fine.

I'm trying to figure out what component could be causing this.

Specs are: Windows 7

MSI Z97 MPower

i7 4790K

MSI GeForce GTX 980

HyperX Savage 32 GB Meme, 4x8GB 2400Mhz

Corsair HX 850 PSU

Machine is about 3 years old at this point with memory being a tad bit newer and PSU being maybe 2 years older.

Any ideas what might be causing this?

Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
