Weird cloud suddenly appeared behind glass on monitor

Was using my computer. Turned around for a minute or so then turned back around to notice what looks like a massive condensation cloud behind the glass on my monitor. Any ideas what this could be and how to fix it?

Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
