Description of problem

My Thinkpad Y700's AC adapter broke, so it was turned off for about 2-3 days in the time it took for my replacement to arrive. Before this, I could run most games fairly easily as long as I adjusted the settings properly. When I turned the laptop on again after the sleep period, no updates occurred involving any of the games I tested. Now when I run games I could run just fine previously, there is a significant drop in FPS. Additionally, a horizontal static lines continuously flash across the screen. This issue I've had for a while now, but I've been able to fix it by enabling Vsync and restarting the display driver, which makes it stop for a while. That solution has no effect now.

What I've tried so far to resolve the issue

Contacted customer support for games to verify that it was not an issue with the individual software. Restarted computer and drivers multiple times. Ran programs in Admin mode. Updated Radeon Software from Version 17.5 to Version 17.7.2. No effect.
