Gmail - I had this new box show up with an error message, and I can't get rid of it. What is it? How to murder it?

I got this window taking up space in Gmail, and I need to get rid of it. It is blank with the red error message "Unable to load application due to browser cookie and site data restrictions".

I have cleared cookies, cache, history. There are no new extensions.

Can't delete .ttf files.

The files names are, "gtaweap3.ttf" and "sampaux3.ttf". I have tried some other solutions on google and stuff but none of them are working. I've gone into the registry and none of that worked and went into the fonts folder and unticked "Details pane", but none works. When I try deleting the files it says the file is open in system.
